The perfect life lies in generous spiritual and material conditions and the two aspects’ approaching harmony. Applying this to the education field, liberal arts education and practical education, education of social and individual purposes, education of five merits including moral ethics, intelligence, physique, social skills and aesthetics need to be all involved and balanced.

Since the new century’s arrival, scientific and economical development has commonly fallen into a bottleneck. Citizens’ adjustment and requirement of spiritual life also needs the Government to increase its help to enhance people’s innovation, aesthetics, skills and creative capacity. Thus it is hoped to improve their quality of life and increase art and culture cultivation and furthermore to push Taiwan to become outstanding in the international competition and creative of its own cultural miracle. Under Taiwan’s current status of art education, there are several points to which the Ministry of Education needs to pay special attention: The first is about the stimulation of citizens’ aesthetics and creativity; the second is about art and humanity training for teachers and enhancement of research-and-development standard of teaching materials; the third is about the division and clarification of general and professional art education; and the fourth is about increasing the numbers of art and culture lovers and paying attention to art-appreciation education. All the above points should rely on implementation of art education to lift up citizens’ life to a higher artistic and cultural level.

The National Taiwan Arts Education Center is under jurisdiction of Ministry of Education. It is the only educational institute carrying out art education as its core task. The research, implementation, and guidance of art education are fundamental elements of its mission about art. Therefore, our Center will devote to making research and development, experimentation, promotion and guidance by using planning, systematic, and continuous executive procedure in the future. In addition to helping the governmental departments and all schools ti construct complete their art educational system, our Center will also schedule implementation of every measure of artistic and cultural education, positively collect, research and edit data and information concerning art education and develop itself to become an art educational resource center. Also, coordinating with a lifelong learning policy, our Center will promote aesthetical education to spread all over social and educational institutes and schools located on townships, cities and counties in Taiwan.

2011 The Important Orientation Index for Center’s Implementation and Affairs.

A. To cooperate fully in organizing administrative affairs of “ Art Education Association by Ministry of Education” so that they could be operated smoothly.

B. To gather and research & translate all kinds of information of art education and learning courses as well as integrate art education sources in order to establish an exchange and share platform for results of art education research development.

C.To organize 『Research of Art Education Development of Schools in Taiwan for 100 Years. 』, conducting a research on policies, opinions and efficiencies of art education provided by schools in Taiwan of 100 Years so that reference may be established for future art education planning and art education policies of schools.

D. To organize academic activities for art education in order to improve professional teaching competencies of art teachers while making sure all channels for art education are unhindered.

E. To organize activities for art education observation of art, music, performances, teaching tools for teachers & students and citizens in order to promote art creation in schools and encourage art educators to research & develop, and to create new teaching tools so that art learning and teaching resources are enriched.

F. To organize multiple art education activities, such as art exhibitions, music concerts, dramas and dance performances to assist the development of schools’ art education while strengthening the interaction between art education in school and social art education.

G. To organize international exchange activities of art education, and through observation and learning, not only the levels of art appreciation and art creation are improved but also the connection between the Taiwan art education and the International art education are being sped up.

H.To implement the transference of the premises so that the long-time problem of lacking space can be solved, meanwhile, to plan for the renovation of Nan-Hai Theater in the hope to simplify the purpose of the theater, making it a profession, comfortable, and spacious venue, everything a modern theater should be.

I. To operate promptly and enrich Taiwan art education web, and the platform for matching art and culture in order to provide the public a versatile and convenient consulting and learning channel while integrating information of art education policies, human resources, performance and exhibition information to assist schools in introducing art resources to students, thus, energizing the context of art education of both elementary schools and junior high schools.

J. In compliance with both the amendments of organization act of the Executive Yuan and Ministry of Education as well as the consolidation of government offices, the center will amend its rules and operational rules and plan development plans in three stages which are short-term, intermediate-term and long-term. In addition, the center will have its business and staff work closely in order to carry out the center’s ultimate goals of promoting art education in schools for upgrading the public’s sense for art appreciation and abilities of creativity.

Art education is what can lift up human’s physical and spiritual essence. And enhancement of aesthetic cultivation and its internalization are art education’s goals. The National Taiwan Arts Education Center is in charge of researching and developing and promoting and developing Taiwan’s art education. Our Center’s entire staff keep people’s relationships with art in mind. Coordinating with policies made by the Ministry of Education, we combine participation of people from every field with promotion of aesthetic education so as to enrich people’s spiritual life, enhance the society’s cultural tastes, and further make art popular and extend it into everyone’s everyday life.
